Towards Junking the PBX: Deploying IP Telephony

We describe the architecture and implementation of our Internet telephony test-bed intended to replace the departmental PBX (telephone switch). It interworks with the traditional telephone networks via a PSTN/IP gateway. It also serves as a corporate or campus infrastructure for existing and future services like web, email, video and streaming media. Initially intended for a few users, it will eventually replace the plain old telephones from our offices, due to the cost benefit and new services it offers. We also discuss common interoperability problems between the PBX and the gateway.

The move has begun to convert the world's circuit-switched voice infrastructure to Voice over IP (VoIP). Voice over IP can address problems in the network, such as lack of central office facilities, while freeing up capital that may have been planned to address existing problems. Deploying VoIP access in the typical end office requires as much as 80 percent less space and can reduce power and HVAC requirements by up to 50 percent1. In many cases, carriers have planned real estate or equipment upgrades to address space and/or power shortages. By redirecting this planned spending towards a transition to VoIP, facility costs and space requirements can be reduced.

New communications technologies are developed because they offer some advantage over existing ones. One recent example is Voice Over IP (VoIP) as defined by the International Telecommunication Union H.323 recommendation. H.323 is relatively new, network engineers and administrators struggle with multi-vendor compatibility, standards compliance and interpretation, and a whole host of other issues related to deploying and maintaining VoIP networks. We will discuss some of the most common problems encountered by those deploying and maintaining VoIP networks - many of which are related to signaling. The standards for this interconnect are being created under the auspices of the UK Network Interoperability Consultative Committee (NICC) and is the result of the combined efforts of interested parties in the main Service Providers, both mobile and fixed, and vendors that operate within the UK.The boundary conditions that have been set for the service offered at the interconnect are intended to mirror those available for PSTN service within the UK.
